Do you need a license to practice ABA in South Carolina? What South Carolina law says
The short answer
We found no South Carolina law that licenses behavior analysts. For Medicaid autism services, the South Carolina Department of Health and Human Services (SCDHHS) allows enrollment as a licensed independent provider, a board-certified behavior analyst (BCBA-D or BCBA), or a board-certified assistant behavior analyst (BCaBA). Its provider manual also sets credential requirements for technicians.
What we found
Confirm with the South Carolina Department of Labor, Licensing and Regulation before you rely on this.
On October 30, 2026, we read the South Carolina Code of Laws on the Legislature's site: the list of chapters in Title 40 (Professions and Occupations), all of Chapter 75 (counselors, marriage and family therapists and licensed psycho-educational specialists), and the group health insurance chapter, Title 38, Chapter 71. We also read LLR's list of licensing boards and the SCDHHS Autism Spectrum Disorder (ASD) Services Provider Manual dated July 1, 2026. Title 40 has no chapter for behavior analysts. The Chapter 75 text we read does not contain the words "behavior analyst" or "applied behavior." LLR's board list has boards for Counselors, Therapists, and Specialists, Psychology, Social Work Examiners and others, and none for behavior analysts. We could not run a full-text search of the whole Code or of South Carolina's regulations, so this is what we found in the sources we read, not a search of every South Carolina law.
What South Carolina does have
### Medicaid: who can enroll to provide ASD services (SCDHHS) SCDHHS's manual for Medicaid autism services, dated July 1, 2026, says:
"To participate in the South Carolina Healthy Connections Medicaid program, providers must be enrolled as a licensed independent provider (LIP) or a board-certified behavior analyst – doctoral level (BCBA-D), board-certified behavior analyst (BCBA) or board-certified assistant behavior analyst (BCaBA)."
"ASD providers must meet all applicable Medicaid provider qualifications, including state licensure and/or certification regulations specified by the state licensing authority (when applicable)."
The manual lists who may enroll directly with the Medicaid program:
"The following practitioners are allowed by South Carolina state law to enroll directly with the Medicaid program and provide ASD services:"
The list names a licensed psychologist, a licensed psycho-educational specialist, a LISW-CP, a licensed marriage and family therapist and a licensed professional counselor, then BCBA-D, BCBA and BCaBA. The manual's provider table adds that a BCaBA is supervised:
"BCaBAs must be supervised by someone certified at the BCBA-D/BCBA level."

### Medicaid: technicians and RBTs The same manual describes the registered behavior technician (RBT) this way:
"Must be 18 years of age or older, possess a minimum of a high school diploma or national equivalent, complete 40 hours of training, pass the RBT Competency Assessment and pass the RBT exam."
It treats a behavior technician (BT) who does not yet hold the RBT credential as a separate case. A BT gets a one-time 90-day period, counted from the first date of providing services to Medicaid members, to earn the RBT credential. The manual says:
"Uncredentialed BTs are only authorized to provide services in clinic-based service locations during the 90 day grace period"
The manual adds that this applies only when a BCBA is on site and available to supervise. These are Medicaid billing rules, not a state license.

### Health insurance coverage for autism (S.C. Code 38-71-280) South Carolina requires certain group health plans to cover autism treatment. The section does not use the words "behavior analyst." It says:
"A health insurance plan as defined in this section must provide coverage for the treatment of autism spectrum disorder."
"Coverage provided under this section is limited to treatment that is prescribed by the insured's treating medical doctor in accordance with a treatment plan."
It limits who is eligible and what is paid:
"To be eligible for benefits and coverage under this section, an individual must be diagnosed with autistic spectrum disorder at age eight or younger."
"The benefits and coverage provided pursuant to this section must be provided to any eligible person under sixteen years of age. Coverage for behavioral therapy is subject to a fifty thousand dollar maximum benefit per year."
The section says the plans it covers are group health plans and the State Health Plan, and not individual-market or small-employer plans. It also says the dollar maximum is adjusted each January 1 for changes in the Consumer Price Index.

Training the staff you supervise
If you run a program in South Carolina and need new technicians or aides trained in the basics, this is what our Intro to ABA Level 1 course covers.
The Intro to ABA Level 1 course teaches methods and techniques of Applied Behavior Analysis (ABA) for parents and caregivers, teachers, paraprofessionals and behavior technicians who work with a child every day. Topics include what autism is, what ABA is, pairing, errorless teaching and prompting, and active student responding. Complete the course and pass its 40-question final exam with a score of at least 80%. Completing this course earns a Special Learning certificate of completion. That certificate is not a continuing education (CE) certificate. It is basic training in ABA methods for daily practice, not a professional credential. It is not the 40-hour training required for the RBT credential. We do not claim South Carolina state approval or continuing education credit for this course.
Two ways to start
- For one person: try the first two sessions free for 7 days; account creation is required, with no payment information requested. The full course costs $199, paid once, with no subscription or recurring charge. Activate your license code within 90 days of purchase; the published completion window is 10 weeks after activation. You may request a later start date, no later than three months after purchase. Start the free sessions
- For your team: tell us how many people need training and when, and we will send a quote; each participant who completes the course and passes its 40-question final exam with a score of at least 80% earns an individual certificate of completion. Ask for a team quote
