The ABA Workforce
The ABA workforce is growing rapidly, driven by increasing autism diagnosis rates, insurance mandates in all 50 states, and expanding applications beyond autism.
Key finding: RBT turnover (77-103% annually) is the single biggest operational challenge in ABA. Agencies spend $5,000-$10,000 per RBT in recruitment and training costs, only to lose them within 12 months. The new PDU requirement (12 units per 2-year cycle), in effect since January 1, 2026 with first renewals due in 2028, may help with retention by creating a professional development pathway, but also increases compliance burden for agencies.

Key finding: While all 50 states mandate ABA coverage, the quality of mandates varies dramatically. States like California, Massachusetts, and Hawaii have no age limits and no dollar caps. States like Florida, Connecticut, and Indiana have tiered dollar caps and age restrictions that limit access. Medicaid covers ABA in all states under EPSDT for children under 21, but wait times for Medicaid providers can exceed 12 months in underserved areas.
Regulatory Changes in 2026
July 1, 2026: BACB ACE Provider Participation Monitoring
Effective July 1, 2026, the BACB ACE Provider standard adds participation monitoring to self-paced (asynchronous) CE: providers must embed knowledge-assessment questions (at least three per CEU) within each event. This is a provider-side requirement and does not change your CEU count, renewal cycle, or deadline. Special Learning CE already includes embedded assessment, so there is nothing you need to do differently.
Effective 2026: RBT Continued Competency (PDUs)
RBTs must complete 12 PDUs per 2-year cycle across at least 2 of 3 approved pathways (ACE provider, in-service, university). This is the first-ever continuing competency requirement for RBTs and affects 130,000+ technicians. Agencies will need PDU tracking systems and training budgets for their RBT staff.
Provider Quality Metrics
ESBAP's quality scoring integrates multiple data sources to produce a composite quality indicator for each organization.
Key finding: Private equity ownership in ABA has grown significantly. ESBAP has identified approximately 847 organizations with PE backing (~10% of the market). PE-backed organizations tend to be larger (more locations per org) but do not consistently show higher quality scores. The debate about PE in ABA is one of the most important issues in the field, and data-driven analysis is essential for informed policy decisions.
