ABA training requirements by state

What 51 US jurisdictions require of ABA technician training, classified from primary reads. Dated. This isn't a course catalog.

Every state writes this differently. Some require a certificate. Some require hours on a state syllabus and no certificate. Some require a state credential instead of a BACB one. A national sentence that begins "your technicians must be RBTs" is false in more verified states than it's true.

This page is a classification, not a legal opinion and not a course catalog. It doesn't attach any Special Learning product to a state duty. Course fit is a separate clinical read.

How to read a row

  • VERIFIED means we read a governing instrument and classified the state. It doesn't mean we wrote a full brief, and it doesn't mean our catalog matches the rule.
  • PARTIAL means one side of the question was read and another named side wasn't. Rely only on the verified side.
  • UNREACHABLE means a named document didn't answer us. It's not evidence that the state has no requirement. Assume required, check before you staff.

Two facts worth knowing now

  • Louisiana: the technician term is RLT (registered line technician), not RBT. The assistant tier is CaBA under the Louisiana Behavior Analyst Board. Supervision is two hours per ten hours of therapy. If you staff in Louisiana, use RLT, not RBT.
  • Wyoming: a Medicaid billing bulletin effective July 1, 2026 names RBT for CPT 97153. That names a credential. It's not a training mandate, and it's not Admin Code 048-0037 Chapter 13, which we still haven't reached.

What this page does not tell you

  • It does not tie any course or certificate to a state requirement. We are not the regulator.
  • It does not mean Special Learning clears an agency, or that any state has approved us.
  • A partial or unreachable row is not a verified one.
  • "We could not reach the document" never means "there is no rule."

The 51 jurisdictions

Source: our state-by-state review record against the CMS 2026 toolkit (its count line), rendered September 16, 2026. Fourteen jurisdictions carry a detailed written section in that record. The other 37 are classified and cited only. No substance was invented for them.

PARTIALIn Louisiana the technician credential is RLT (registered line technician), with CaBA as the assistant tier, under the Louisiana Behavior Analyst Board. The state does not use the term RBT. PARTIALPartial: the document we read has no technician tier, qualification rule or training requirement. Two of its three mentions of "ABA" are bank routing (ABA transit) numbers, not Applied Behavior Analysis. That source is ruled out for the qualification question.August 20, 2026
