IBHS replaced BHRS. The compliance clock did not stop.

Pennsylvania replaced the Behavioral Health Rehabilitation Services (BHRS) model with Intensive Behavioral Health Services (IBHS) effective January 17, 2020, under 55 Pa. Code Chapter 5240. Agencies that had provided BHRS were required to obtain IBHS licensure or cease billing by January 17, 2021. (Source: 55 Pa. Licensure is renewed annually via Certificate of Compliance (COC) issued by OMHSAS. Annual and unannounced onsite reviews confirm ongoing compliance. The Regulatory Compliance Guide released by OMHSAS on December 23, 2024 clarified enforcement priorities across all 5 service domains. 4 Domain 5: Supervision Structure

Strong compliance posture. Maintain it by keeping staff training current, credentialing files updated, and supervision logs current. The next section shows how agencies at this level protect what they have built.

Compliance does not maintain itself.

IBHS staff leave. Credentials expire. New BHT hires need 40-hour training before they can work independently under 55 Pa. Code § 5240.81. BCBAs need 32 CEUs every 2 years or their license lapses. These are the two recurring costs that agencies on the right side of the rubric above pay. Both compound when left to chance.
